I am taking this opportunity to request your assistance. I need your help and opinion. I am an indigent prisoner and I am doing time in violation of my Constitutional Rights. I will explain:
I came to United States in 1991. In 1992 and 1994, I was convicted of a felony and a misdemeanor in Queens, New York. At the time I did not speak English. The court failed to provide an interpreter to assist me during the proceedings. My court-appointed counsel spoke only English, and did not move the court for an interpreter. I have been attaching these convictions since 1999. These two UNCONSTITUTIONAL convictions were used to enhance my current federal sentence of 1996.
I filed a 28 U.S.C. 2241 in the District Court of Virginia and was denied. The Judge did not believe that denial of an interpreter is cognizable on federal habeas corpus review. He is wrong. (This same Judge appointed an interpreter for my current 1996 case).
On May 2, 2003 I appealed to the Forth Circuit. My case is pending. I received legal assistance from inmates. I hope you can assist me. My daughter and mother are waiting for me. Please help me regain my freedom.
